I thought I should set all the paths to the central 2013 Content location on the server. I want to try creating the deployment directly on the server, but I'm trying to figure out how to get the files from my workstation to the server. Running the deployment after its completion, I did not find that any of the content was copied locally which made me very happy. Help! Click the Startup tab. But it would not get past that error so I cancelled. You can manually fix the ini files, save them and it should create the deployment just fine.
