The problem: OpenVPN SysV Startup script is called before the Upstart /etc/init/mounted-dev.conf . To be noted that afterward, modprobe will still return an error, because tun is not a module. $ sudo modprobe tun FATAL: Module tun not found. See the post by Pierre Masci for the details. The workaround posted by eth in https://forum.proxmox.com/threads/tun-devices-in-ve-4-lxc.23473/#post-132952 seems to work, but be careful what device nodes you allow your container to create and use, because you might create security risks there.
