EDIT: I needed to add first the reader program by SBIE1308 hips popup. Another tip (not so much a tweak or setting) is to get in the habit of closing your sandboxed browser, then reopening it, before going to someplace sensitive. Yes, they work fine together.

I searched for any leftover remnants to help assure no future problems with CIS. If you have you should remove the SBIE components from Guarded Apps and try again. So my conclusion is there's something wrong between SB, LUA and the first start-up delay for an unregistered SB. Don’t open any unknown file types, or download programs from pop-ups that appear in your browser.
everytime I try to start a browser in the sandbox i get multiple 2204 errors and i see each create a start.exe and an iexplorer.exe in the process list.
