Like you said, the program must be 32 bits. Browse other questions tagged telnet windows-7-x64 or ask your own question. Sort by Image Name (click on the Image Name column) and look at all cmd.exe processes. To confirm that Telnet is installed, open command prompt and type telnet /? you can try this out
